Non-Resident Keralites Affairs

NORKA (Non-Resident Keralites Affairs) is a department of the Government of Kerala dedicated to the welfare and concerns of Non-Resident Keralites (NRKs). It was the first initiative of its kind in any Indian state, created to build a stronger, more responsive relationship between NRKs and the Government of Kerala, while strengthening administrative support systems.

The field agency of NORKA is NORKA Roots, which works closely with Keralites across the world. Its investment promotion and development arm is OKIHL (Overseas Keralites Investment and Holding Ltd), a 100 percent Government of Kerala company, chaired by the Hon'ble Chief Minister of Kerala.

To further safeguard the interests of NRK welfare, the Government of Kerala also constituted a dedicated Commission under the Non-Resident Indians (Keralites) Act, 2015, with the sole objective of addressing the rights, protection, and well-being of Non-Resident Keralites.

NRI (Kerala) Commission

Commission for Non Resident Indians hailing from Kerala was constituted under Non-Resident Indians' (Keralites) Commission Act, 2015 with a view to protect and safeguard their interest in the State of Kerala and to recommend remedial measures for their welfare and for matters connected therewith or incidental thereto.

Commission is empowered to consider all petitions or communications received from a Non-resident Indian or from any other person on his behalf, alleging disputes or such violation or denial of justice by a public servant or a private person or from Institutions including Government/Quasi Government/Public Sector Institutions/Bank or such providing material on the basis of which the Commission takes suo-moto cognizance. It have all the powers as are vested in a Civil court while trying a suit under the Code of Civil Procedure, 1908.

The Loka Kerala Sabha (LKS) is a pioneering social innovation that transforms the relationship between the state and its 4 million-strong global diaspora from one of passive remittance to active democratic participation. By institutionalizing a "legislative-style" assembly where Non-Resident Keralites (NRKs) sit alongside state legislators and parliamentarians, the LKS addresses the historical denial of representation for transnational citizens. This de-territorialized model of governance utilizes a structured framework of regional representation and standing committees to influence policy on critical issues like returnee reintegration, gender-specific migration challenges, and digital engagement. Ultimately, the LKS serves as a global benchmark for sub-national diplomacy, establishing a permanent, inclusive platform that bridges geographical divides to integrate the global Malayali community into the state's developmental core.
